David Sinniger is vice president (VP) of the Advanced Research & Engineering (ARE) division at ECS. In this role, Mr. Sinniger leads engineering, programmatic, and financial management teams as they work to support the Defense Advanced Research Projects Agency (DARPA), the Program Executive Office for Integrated Warfare Systems (PEO IWS), the Office of Naval Intelligence (ONI), and other Navy and Department of Defense (DoD) clients. Additionally, he oversees business operations and capability development for ECS’ Radar Physics Laboratory and manages the development and manufacturing operations for government, commercial, and International Traffic in Arms Regulations (ITAR) controlled product lines.
Mr. Sinniger has over three decades of experience in program, engineering, and financial management from his time as a U.S Navy Commander and as a civilian Project Management Professional (PMP). Prior to joining ECS, he served as a director at DELTA Resources Inc., delivering warfare system modernization, information technology (IT), cloud implementation, and cybersecurity engineering services to the Naval Sea Systems Command (NAVSEA) and other federal customers.
Mr. Sinniger has a Bachelor of Civil Engineering from the Catholic University of America and a Master of Engineering Management from the George Washington University.
