FAIRFAX, VA. June 16, 2017 – ECS Federal (ECS) has been awarded a Blanket Purchase Agreement (BPA) from the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) for an estimated $68.4 million. With this single-award BPA, ECS further expands its area of support from primarily maritime related activities to include acquisition, operation and lifecycle support of aircraft and unmanned systems as well as various OMAO headquarter functions.
The scope of this BPA includes:
• Strategic planning for technology programs/activities
• Concept development and requirements analysis
• System design, engineering, and integration
• Integrated logistics support
• Acquisition and life cycle management
• Specialty support

The first task order awarded under the BPA has a five-year period of performance to provide management, engineering, and technical services for the acquisition, design, and construction of the NOAA AGOR Variant vessel. The Fleet Recapitalization effort is critical for OMAO. The Fleet is NOAA’s primary source of in situ observational data to meet its mission needs for living marine resource management, navigational charting, weather and climate predictions, coastal management, ocean exploration, and supporting ocean research.
