LUIS "CC" COLON-CASTRO

As vice president of mission systems, Luis “CC” ColonCastro brings more than 15 years of program and portfolio management, service delivery execution, and profit and loss management experience to his role at ECS. He oversees a mixed portfolio across ECS’ defense and federal civilian market segments, supporting lifecycle software engineering, cloud service delivery, and cyber mission assurance. In addition, he oversees program execution, contract service delivery, and client management, and has contributed to organic growth, year over year, across ECS’ Department of Defense (DoD) market segment. Mr. ColonCastro is intimately familiar with the DoD acquisitions system, having managed ACAT-designated programs throughout their lifecycle and milestone attainment, with outstanding delivery and results.

Prior to joining ECS, Mr. ColonCastro was a program director of mission systems at InfoReliance Corporation, and an account manager and strategic business engineer at CGI Federal, where he managed the information technology manpower accounts serving the U.S. Navy and the U.S. Marine Corps (USMC). A retired Marine officer, Mr. ColonCastro served the USMC in several management roles, blending experience in systems engineering and software development, while becoming a subject matter expert in the human resources development process across the enterprise, from recruiting to separations/retirement. His 21-year career included operational tours at 2nd Marine Division, Marine Security Guard (MSG) Battalion, Marine Corps Base Brig Quantico, and culminated with 14 years at Marine Corps Recruiting Command (MCRC), serving at every major billet at the Recruiting Station, District, and MCRC level. His last operational tour was as the Operations Officer/Deputy Manager/COR for the Marine Corps Recruiting Information Support System (MCRISS).

Mr. ColonCastro has a Bachelor of Arts in marketing from American Military University and a Master of Business Administration from Averett University. His certifications include Project Management Professional (PMP), software engineering project management, advanced project management, and ITIL Foundations v3.
